Often described as Dallas’s unofficial R&D department, CPAL uses data, community insights, and cross-sector partnerships to redesign public systems and break cycles of intergenerational poverty. Its work spans education, benefits access, maternal health, housing stability, criminal justice reform, and neighborhood safety – all toward an ambitious goal of cutting child poverty in Dallas County in half within a generation.
